Will this command run on Cookie SMP automatically?

No. The tool produces text only. You need permission in the world where you choose to use it.

How is the syntax checked?

Golden fixtures are parsed offline with the official Java 1.21.11 command dispatcher. Syntax validation does not prove that a live world has matching targets or conditions.
